The coalition's role in the legislative process

The RISE initiative is at a precise and consequential stage. The Ministry of Finance has formally acknowledged the proposal and identified the conditions under which it is prepared to engage technically: GBER compliance, administrative simplicity, a credible budgetary impact assessment, and alignment with the income tax framework. Each of those conditions is being addressed. The impact study commissioned in April 2026 will constitute the primary technical submission to the Ministry, and the Senate round table will serve as the formal consultative forum in which the legislative framework is shaped.

Coalition membership is not ceremonial at this stage. The breadth and calibre of organisations formally supporting RISE is a direct input to the Ministry's assessment of political viability. Legislative proposals with documented ecosystem consensus advance more efficiently and attract fewer institutional objections in the review process. Organisations recorded in the coalition at the point of impact study submission occupy a different position to those who endorse the outcome after the fact.

The question is not whether this mechanism will exist in some form. Twelve jurisdictions have validated the approach. The Draghi Report identifies it as a strategic European priority. The Ministry has confirmed openness to engagement. The operative question is the timeline and the political conditions under which the proposal advances. That is precisely where the composition of the coalition makes a material difference.
