Mission
Resources for Innovation, Startups and Excellence
Our mission is to modernise {Romania}’s tax and regulatory environment so that Knowledge Intensive companies can progress from idea to product market fit, and from prototype to scale up. We do this by convening the ecosystem, building the {evidence base}, and working collaboratively with the authorities.
Rather than arriving with a finished proposal, RISE listens first. We gather input from founders, investors, and institutions, then work iteratively with {policymakers} to shape frameworks grounded in real market needs.

The Case for Reform
Why Romania, and why now.
Romania has the talent and ideas, but early-stage capital is limited. A modern fiscal mechanism reduces investor hesitation and helps founders build and grow companies locally instead of relocating abroad.

The UK’s SEIS and EIS schemes have mobilised over £10 billion into early-stage businesses since 2012. France, Germany, and Ireland all operate equivalent mechanisms. Romania has none.
The Ministry of Finance has confirmed openness to engagement. The RO-Tech and Deep Tech emergency ordinance, approved in February 2026, demonstrates that legislative appetite for innovation policy is real.
